If your driver’s license was issued in the USA, UK, Australia, Canada, Singapore, or most of Europe, your domestic license alone holds no power here.
You must obtain an International Driving Permit (IDP) before you travel to Japan. Here is the ultimate rule: Japan legally recognizes ONLY International Driving Permits issued under the 1949 Geneva Convention.
